Board of Directors

Mr. Rojas is currently President of the La Puente Valley County Water District and was appointed August 2009. In November 2011, he was also successful in his run for office for a four-year term and has served on the Board ever since. Additionally, he represents the district as a Director for the Association of California Water Agencies – Joint Powers Insurance Authority (ACWA JPIA), and as a Director for the Los Angeles County First District Consolidated Oversight Board (LACOB).

Prior to his appointment to the Water Board, he served 15 years on the City of La Puente Planning Commission and Development Review Board. In 2010, he also served as chairman of the Hacienda La Puente Unified School District Facilities Advisory Committee.

Mr. Rojas retired from the California State Department of Transportation as a Transportation Engineer after serving over 38 years and is now currently employed by CNC Engineering as a Senior Construction Inspector. Born and raised in La Puente, he graduated from La Puente High School and attended Cal Poly University in Pomona.

Mr. Escalera is currently Vice President of the La Puente Valley County Water District. He served as a member of the Board since December 2001. Prior to his election to the Board, he served on the City of La Puente Planning Commission.

Mr. Escalera retired in May 2013 from the San Gabriel Valley Water Company where he worked for over 45 years. He is a graduate of La Puente High School, attended Citrus College and Mount San Antonio College where he received certifications in water technology for water treatment and water distribution.

Mr. Escalera is a long time resident of La Puente. He has been married to his wife, Betty for over 55 years and they have three children and eight grandchildren.
