General Manager of La Puente Valley County Water District

Mr. Roy Frausto was appointed General Manager of La Puente Valley County Water District in November of 2020 after previously serving as the District’s Assistant General Manager. Mr. Frausto is responsible for the day-to-day operations of the District, including the management and optimization of water treatment facilities, distribution networks, and reservoirs to ensure customers are provided with high quality water that meets or exceeds all local, state and federal standards. Additionally, he balances the need for infrastructure investments with fiscal prudence and develops strategic plans and policies that align with regulatory requirements, community needs, and long-term sustainability goals.

Having over 15 years of experience in the water industry, Mr. Frausto has worked for the Rowland Water District as the Engineering & Compliance Manager, the South Montebello Irrigation District as the Compliance Officer/Project Engineer and for the State Water Resources Control Board’s Division of Drinking Water as a Student Assistant Engineer.

Mr. Frausto is an alumnus of the Hacienda La Puente Unified School District, holds a Bachelor of Science degree in Civil Engineering from California State University, Los Angeles and a Master of Science degree in Engineering Management from California State Polytechnic University, Pomona. Mr. Frausto also holds a Grade IV Certification in Water Distribution and a Grade III Water Treatment.
